Electronic Vehicle Sale Solution provides a secure, standard electronic process for motor vehicle agencies to facilitate vehicle sales between parties without reliance on paper titles. The solution allows jurisdictions to efficiently facilitate real-time vehicle sale transactions which include user authentication, odometer disclosure, and electronic vehicle record transfers. This process ensures that the new titling jurisdiction receives sufficient information to accurately title the vehicle within their authority. 

The solutions are being developed to address the growing need for modernized vehicle sale processes that reduce fraud, improve efficiency, and enhance consumer experience. This solution satisfies the key business requirements:

• Enables secure, end-to-end electronic transfer of vehicle records between various stakeholders
• Eliminates reliance on paper titles for vehicle sale transactions, reducing fraud and processing delays
• Supports federal electronic odometer disclosure requirements (49 CFR Part 580) 
• Promotes interoperability between jurisdictions by establishing common data standards and secure exchange protocols
• Protect consumers and jurisdictions through real-time identity verification and authentication

AAMVA has identified use cases to guide jurisdictions in developing their electronic titling capabilities. The Private Party Vehicle Sale is the first use case being addressed under the Electronic Vehicle Sale Solution, providing a foundational framework for this work.

Private Party Vehicle Sale Solution

Private Party Vehicle Sale Solution includes business processes and procedures as well as systems needed to facilitate vehicle record transfer from one individual to another. 

This solution provides jurisdictions with implementation flexibility - they may choose to enable private party vehicle sales for interstate transfers, intrastate transfers, or both, based on their specific business needs and existing processes. 

Program Leadership

AAMVA established the E-Titling Working Group to support development and implementation of electronic vehicle record transfer solutions across jurisdictions.

The working group brings together jurisdictions representatives, industry partners and subject matter experts to collaboratively identify opportunities to modernize vehicle titling processes and reduce reliance on paper-based transactions. Through this collaboration, the group helps guide the development of solutions such as Private Party Vehicle Sale Solution.
