Intelligent Speed Assistance (ISA) is an advanced driver assistance technology designed to help drivers who are convicted of egregious speeding and/or reckless driving comply with posted speed limits and reduce speeding-related crashes. ISA devices use a combination of vehicle-based technologies—such as GPS and digital speed maps to identify the applicable speed limit and provide feedback or intervention when a vehicle exceeds that limit.
ISA represents a tool to support safer driving behavior while allowing flexibility in how jurisdictions design, implement, and administer programs.
Why ISA Matters
Speeding increases both the likelihood of a crash and the severity of injuries when a crash occurs. ISA technologies are intended to:
- Support safer driving behaviors
- Reduce speeding-related crashes and fatalities
- Complement existing traffic safety and enforcement strategies
- Provide jurisdictions with additional options to address high-risk driving behaviors
AAMVA’s Role
The American Association of Motor Vehicle Administrators (AAMVA) supports jurisdictions by providing a forum for collaboration, policy development, and best practices related to emerging vehicle technologies. Recognizing the growing interest in ISA, AAMVA convened a dedicated working group to examine policy considerations, operational impacts, and implementation options for jurisdictions.
ISA Working Group
The AAMVA Intelligent Speed Assistance Working Group is composed of representatives from U.S. jurisdictions, federal partners, and industry stakeholders. The working group was established to:
- Examine the policy landscape surrounding ISA
- Identify benefits, challenges, and implementation considerations
- Develop resources to support jurisdictional decision-making
- Promote consistency and reciprocity where appropriate

ISA Model Legislation
To support jurisdictions exploring ISA programs, the working group developed the AAMVA Intelligent Speed Assistance Act (ISAA)—a model legislative framework intended to provide flexibility while promoting consistency across jurisdictions.
The ISAA outlines key policy considerations such as:
- Program eligibility and qualifying offenses
- Duration and requirements of ISA participation
- Administrative and operational considerations
- Data use, privacy, and compliance
The AAMVA Board of Directors approved the ISAA in January 2026.
