CDL Audit Part III: Writing an Effective Audit Report
This session will focus on writing effective audit reports that clearly document findings in accordance with federal and jurisdictional requirements. Participants will learn how to present accurate, evidence-based findings using clear and concise language, and how to develop actionable recommendations or corrective actions that promote regulatory compliance, consistency, and continuous improvement in the CDL testing and oversight process.
Understanding CDLIS CD31: Using Analysis to Identify and Resolve Issues
Join us for a detailed overview of the CD31 Master Pointer Record (MPR) data quality validation and verification process, an annual process used to assess the accuracy, completeness, and integrity of CDLIS driver data. Participants will walk through a review of an actual CD31 report analysis, gaining hands‑on experience interpreting the results and understanding what they reveal about underlying data conditions. The session will highlight common data quality issues identified through CD31 analysis, including missing pointers, broken pointers, and other data discrepancies, and will explore best practices for researching, addressing, and resolving these findings to improve overall CDLIS data quality.
Reporting Foreign Convictions and Withdrawals to FCWD and CDLIS Gateway, Plus DACH Best Practices
This session features a live demonstration of the Federal Convictions and Withdrawals Database (FCWD) and the CDLIS Gateway, guiding participants through the end‑to‑end process for entering and managing foreign convictions and withdrawals. The session will also provide an overview of the CDLIS transactions used to report foreign convictions and withdrawals, including when and how these transactions are sent. Attendees will gain a stronger understanding of how the systems work, along with practical insight into improving data quality and strengthening compliance when processing foreign convictions and withdrawals.
In addition, FMCSA and AAMVA staff will lead a discussion on the Drug and Alcohol Clearinghouse (DACH), including CDLIS validation errors, impacts on employers and commercial drivers, and best practices for correcting and validating driver information. The session will also highlight new DACH reports designed to help SDLAs more effectively monitor compliance with the DACH II final rule.

CDLIS reports are a powerful resource for identifying data quality, timeliness, and compliance issues—but knowing how to translate those findings into corrective action can be challenging. This session walks participants through a practical, end to end approach for using CDLIS reporting tools to move from issue identification to resolution. Attendees will learn how to interpret commonly used CDLIS reports, recognize patterns that signal systemic or state specific issues, and determine next steps for investigation and remediation.
This session provides real world examples and best practices to help states use reporting not just as a compliance check, but as a proactive tool for improving CDLIS data quality and operational performance.
CDL Audit Part IV: Auditing the CDL Road Test
Join us for a session in Auditing a CDL Road Test. This is the process of verifying that the road test was administered, scored, and documented in accordance with FMCSA regulations and jurisdictional procedures. The audit confirms that required driving tasks were properly evaluated, scoring criteria were applied consistently, and test results were accurately recorded Attendees will learn how to evaluate examiner compliance with standardized instructions, clear directions, proper simulated activities, adherence to approved routes and required maneuvers, and scoring prescribed standards to ensure fair and compliant CDL testing.
Big Rig, Big Risk: Why Proper Reporting Matters
Federal CDL regulations are designed to ensure that commercial driver’s license (CDL) holder-drivers operating the largest vehicles with the greatest potential risk on our roadways—are held accountable for unsafe driving behavior. Following an overview of masking by the National District Attorneys Association (NDAA), this session will walk through the lifecycle of a commercial motor vehicle (CMV) citation—from roadside enforcement to court disposition and ultimately to record action by state driver licensing agencies (SDLAs).
Participants will explore the responsibilities of law enforcement, prosecutors, courts, and SDLAs in ensuring that disqualifying CDL offenses are properly reported and enforced. The session will also examine how complex disqualifications—such as those involving felony offenses or human trafficking—should move through the system and why those outcomes do not always occur as intended.
Through discussion with CDL coordinators and other stakeholders, participants will share how their jurisdictions currently process these cases and consider practical approaches to addressing reporting and implementation challenges. The session will also provide an overview of resources available through the National District Attorneys Association (NDAA) and the Commercial Vehicle Safety Alliance (CVSA) that support prosecutors, licensing agencies, and enforcement partners in strengthening CDL compliance and improving the integrity of the commercial driver safety system.
