Tom Foster, Law Enforcement Program Manager, and Holly Merz, Senior Program Analyst for NMVTIS JSI, represented AAMVA at the 2025 National Odometer and Title Fraud Enforcement Association (NOTFEA) Annual Conference, held June 8–12 in Atlanta, Georgia. The NOTFEA Conference is the premier national event for professionals combating vehicle-related fraud, including odometer tampering, salvage and rebuilt vehicle fraud, and title fraud. The event brought together a diverse group of attendees from across the United States and Canada, including local, state, and federal investigators and prosecutors, as well as representatives from the automotive industry, auctions, dealer licensing agencies, and motor vehicle departments. Tom and Holly delivered a presentation on the National Motor Vehicle Title Information System (NMVTIS), highlighting its critical role in preventing vehicle title fraud and supporting law enforcement investigations, the Law Enforcement Access Tool, E-titling, and various fraud resources.
