  • National Motor Vehicle Title Information System (NMVTIS)


  • The National Motor Vehicle Title Information System (NMVTIS) is a system that allows the titling agency to instantly and reliably verify the information on the paper title with the electronic data from the state that issued the title. NMVTIS is designed to protect consumers from fraud and unsafe vehicles and to keep stolen vehicles from being resold. NMVTIS is also a tool that assists states and law enforcement in deterring and preventing title fraud and other crimes. Consumers can use NMVTIS to access important vehicle history information.

    Purpose

    NMVTIS was created to:

    • Prevent the introduction or reintroduction of stolen motor vehicles into interstate commerce
    • Protect states and consumers (individual and commercial) from fraud
    • Reduce the use of stolen vehicles for illicit purposes including funding of criminal enterprises
    • Provide consumers protection from unsafe vehicles
                      

    NMVTIS is Working for States 

    States are among key stakeholders in NMVTIS, providing vehicle data in the system that other states, law enforcement and consumers rely on to make decisions around titling, investigating and buying a vehicle. Through participation in NMVTIS, states help in the fight against fraud and theft, protect consumers from unsafe vehicles, and realize cost-savings along with other benefits.

    Approaches for States to Participate in NMVTIS

    State motor vehicle agencies can choose from the following options to satisfy the title verification and data reporting requirements of the Anti Car Theft Act and its implementing regulations.

    Verify Titles

    Integrated Solution

    An application solution enables a state to integrate NMVTIS title verification into the state's titling application, making it a seamless part of an online title process.

    Standalone Solution

    Implementation of the fully integrated solution, although desirable, may not always satisfy a state's particular needs to a given time. There are two options available for a state to verify titles prior to issuance in a standalone manner that do not require integration into state title systems.

    • State Web Single VIN Inquiry. Allows a state via the Internet to conduct an inquiry into NMVTIS.  
    • Batch Inquiry. Allows a state to submit a batch of vehicle information numbers (VINs) to NMVTIS of inquiry.

    Report State Data

    Solution 

    Description

    Integrated Solution

    This option is part of the integrated system application solution. In addition to having the ability to incorporate that NMVTIS verification into the title application, this solution also enables a state to update title data to NMVTIS in an online fashion.

    NMVTIS Program Overview, Release 2.1 (August 2018) provides the information necessary to understand the various components of the National Motor Vehicle Title Information System (NMVTIS).     Current Release

    To all NMVTIS Jurisdictions:

    The NMVTIS Online and Batch Specifications documents have been updated to include process or functionality changes from the NMVTIS Re-engineering effort.  The re-engineered system is NMVTIS Release 3.0.  All outstanding prior change documents have also been rolled into this new release.

    We have also prepared change documents for both Online and Batch Release 3.0 specification documents that will summarize what has changed.

    Share the brochure and video with state titling customer service representatives, county offices, law enforcement, third party vendors, senior staff, your governor’s office and anyone else in the vehicle title processing field who works toward safer highways and consumer protection.

    The "NMVTIS Vehicle History for Consumers" brochure and companion video were developed to:

    • Raise awareness to anyone thinking about buying a used vehicle that purchasing a NMVTIS Vehicle History Report may protect consumers from vehicle fraud and unsafe vehicles, and
    • Remind the consumer that state agencies also use NMVTIS information as part of their vehicle titling process, and why not check the same system state agencies use?  
            

    States are encouraged to show the video in their public offices and on their websites.  We also suggest reaching out to the state agency responsible for consumer protection and offer the video as another resource.

    NMVTIS Annual Reports and Financial Audits

    The NMVTIS Final Rule requires AAMVA, as the system operator, to prepare an annual report and procure an independent financial audit.  The online NMVTIS FY2017 Annual Report is the latest publication and covers October 1, 2016 through September 30, 2017.The report includes details around system operation, a status report on system implementation, compliance reporting, and detailed financial information. States provide input for the report about how NMVTIS is working for them and their customers.     In addition to the current report, past reports are published on the U.S. Department of Justice's (DOJ) NMVTIS Web site along with the independent financial audits.
