Auto Theft and Title Fraud at Auto Dealerships

Criminals are using different forms of fraud to steal vehicles from car dealerships. This session will show how document fraud, identity theft, and synthetic identity are used during the auto dealership financing process to steal vehicles that not only victimize dealerships but create challenges for motor vehicle administrators who must correct the fraudulently obtained titles. 


Driver Licensing Innovation and Reciprocity

Join AAMVA’s Driver Programs & Services team for an update on key initiatives shaping the future of driver licensing and enforcement. This session will explore critical State-to-State Verification Service (S2S), SPEXS 6.5 release and improvements to the CDLIS File Exchange Portal. We’ll also highlight how new technology and legislation—such as Intelligent Speed Assistance (ISA) and Ignition Interlock Device (IID) reciprocity—are impacting driver history records and compliance frameworks across jurisdictions.

AAMVA will also provide a preview of what’s ahead for the Non-Resident Violator Compact (NRVC), including policy developments leading up to the Annual Membership meeting.


Shaping the Future of Electronic Vehicle Titling

This session will provide a comprehensive update on AAMVA’s Electronic Titling and Vehicle Record Management initiative, with a forward-looking focus on the strategic roadmap for the next fiscal year and beyond. It will include an update on the proof of concept for interstate private party vehicle sales and will showcase AAMVA’s evolving suite of electronic titling toolkits and resources, designed to support jurisdictions in transitioning to fully digital titling workflows. A featured panel of state leaders will share perspectives on implementation challenges, successes, and future priorities, helping to shape the next phase of this initiative. Participants will leave with a clear understanding of the roadmap ahead and opportunities to engage in shaping the future of electronic titling across the country. 


Retaining Talent Through Successful Onboarding Programs in DMVs

Employee turnover is a costly challenge for DMVs. While training equips employees with technical skills, it is onboarding that builds connection, commitment, and long-term engagement. This session will explore how onboarding programs designed around mission alignment, workplace culture, fair compensation awareness, and clear career pathways can transform the employee experience and significantly improve retention.

Participants will learn strategies that go beyond the first week, supporting employees throughout their first year and beyond by equipping them to navigate the unique challenges of working in state government
