Not all digital credential standards are equal and the differences matter. This session takes an in-depth look at what ISO 18013 is, why it matters, how it is evolving, and what DMV administrators need to know about the competing standards vying for the same space. 


VIN Inspection Programs: Building and Maintaining a High-Quality State Program

A VIN inspection is only effective if it goes beyond a cursory glance. This session walks through what high-quality VIN inspection programs look like in practice, drawing on examples from jurisdictions that have them, and addresses how public VIN tags can be counterfeited or altered. Whether your jurisdiction already runs a program or is considering starting one, attendees leave with concrete standards and approaches to strengthen their process.


Behavioral Economics in the DMV: Nudging Customers Toward Better Choices

Small design choices — in forms, queues, websites, and notifications — shape customer behavior in powerful ways. Regions 3 and 4 jurisdiction members will have dedicated time to meet with exhibitors and sponsors to learn about the solutions they offer. These short, one-on-one meetings take place between a single jurisdiction and an exhibitor or sponsor. Participants will receive a QuickConnect schedule after registration and should bring it with them to know which meetings to attend.

Mobile driver license (mDL) rollout looks different in every jurisdiction. This session brings together peer experiences on implementation lessons learned, relying party outreach strategies, and adoption rates, with a look at how Digital Trust Service (DTS) ties it all together.


DMV Data and Law Enforcement: Access, Compliance, and the Road Ahead

DMV data is essential for law enforcement — but sharing it comes with real compliance and political pressures. This session examines how law enforcement can access the data they need while DMVs stay within legal bounds, including updates from Nlets, a status report from the Nlets working group, and a panel discussion with law enforcement, DMV staff, and Nlets representatives on the thorniest challenges, including license plate reader data.


The CDL Landscape: Licensing Updates, Fraud Prevention, and Emerging Challenges

The commercial driver license (CDL) space is changing quickly. This session covers the latest from the Federal Motor Carrier Safety Administration (FMCSA), state driver licensing agencies (SDLAs), and law enforcement on CDL licensing, out-of-service orders, English proficiency standards, and fraud prevention, including CDL training for examiners and auditors and the use of Commercial Skills Test Information Management System (CSTIMS) reports.


Electronic Titling: Building Interoperable, Secure, and Scalable Title Systems

Electronic titling is transforming how states manage vehicle titles — but technology alone isn’t enough. This session explores how jurisdictional collaboration, shared vision, and strategic alignment unlock the full value of electronic titling for agencies, industry partners, and customers. Attendees get an overview of the electronic titling ecosystem, updates on AAMVA’s solution and other interstate initiatives, and real-world insights from motor vehicle agencies on the challenges, lessons learned, and approaches to building scalable, interoperable systems.
