Benefits of Membership for State & Provincial Law Enforcement

All state and provincial (S&P) police agencies are members of the American Association of Motor Vehicle Administrators (AAMVA) through the paid membership of their jurisdiction. AAMVA’s member benefits are designed to support law enforcement agencies to accomplish their missions and include the following:

Active AAMVA engagement can serve as an excellent leadership development tool providing chief law enforcement administrators an additional opportunity to prepare key staff for broader responsibilities. Below are specific areas where your agency members can benefit from becoming involved in AAMVA.

International Policy

Board of Directors

AAMVA is governed by a volunteer board of directors which includes a designated law enforcement representative who serves a three-year term (currently filled by Chief John Batiste, Washington State Patrol). In addition, each of AAMVAs four regions are governed by a separately incorporated board of directors. All board meeting travel expenses are paid by AAMVA.

Standing Committees

AAMVA has three standing committees, Driver, Vehicle, and Law Enforcement. The Law Enforcement Standing Committee has nine law enforcement representatives (two from each region and a dedicated position for the Royal Canadian Mounted Police). In addition, the Driver and Vehicle Standing Committees each have one law enforcement representative. Committees meet twice annually (typically March and October) and are charged with maintaining AAMVAs policy statements, developing conference session content ideas, and proposing working groups to develop needed best practices, white papers, and other products to meet member needs. All travel expenses are paid by AAMVA.

Subcommittees and Working Groups

These are convened to study specific issues and produce a deliverable(s). Subcommittee members serve terms while working groups sunset when their deliverable is completed (usually within 12–24 months). All travel expenses are paid by AAMVA.

Conferences

AAMVA provides opportunities for law enforcement to learn, network, and build cross-jurisdictional relationships with fellow law enforcement and motor vehicle officials from across North America. AAMVA provides financial travel assistance programs to support the expense of attending many of these events.

Annual International Conference (AIC)

AAMVA’s AIC combines all 69 U.S. and Canadian jurisdictions into a single large-scale event for administrators and upper-level management personnel.

Regional Conferences and Roundtables

Each of AAMVA’s four regions host an annual conference and a mid-year roundtable for administrators and upper-level management personnel.

Workshop & Law Institute

With similar topics as those covered in the AIC and regional conferences, this annual event gears the content to the supervisor, mid-level manager, and legal advisor audience.

Leadership Academy

This is an intensive one-week leadership training experience that co-mingles managers from both our MVA and S&P law enforcement agencies. Here is a testimonial from one of our most recent attendees:

I would highly recommend the AAMVA Leadership Academy to law enforcement command staff members. The Leadership Academy was a refreshing and very influential week, which afforded me the opportunity to learn different and new leadership topics from impactful speakers. In addition, I was able to network with not only law enforcement command staff members, but also motor vehicle directors and managers. This networking provided many opportunities to learn and grow from my peers and other professionals (and develop fantastic friendships). I was truly fortunate to have attended such an impactful event.

Training and Program Support Tools

Fraud Detection and Remediation (FDR) Training

This e-learning training program is updated annually and offered at no cost to AAMVA members. FDR training provides education on authenticating personal and vehicle identity documents, as well as offering resources to detect imposter fraud and investigate personal identity and vehicle crimes.

National Motor Vehicle Title Information System (NMVTIS) Law Enforcement Access Tool (LEAT)

NMVTIS tracks vehicles throughout their lifecycle, from cradle (manufacture) to grave (crushing) and contains 99% of all vehicle title histories in the United States. The LEAT, only accessible via secure portal such as the Regional Information Sharing System (RISS) or FBI Law Enforcement Enterprise Portal (LEEP), offers additional information and links to other databases only available to law enforcement.

Driver Examination Resources

Many state law enforcement agencies are responsible for driver testing in their jurisdictions. AAMVA provides several support functions for driver examiners, including commercial driver licensing (CDL) examiner training, certification, and model test programs. For more information, visit our drivers discipline page.

Best Practices and Solutions

The best practices produced by working groups are published and provided to AAMVA members to use to benchmark current practices and identify opportunities for improvement, or to utilize as a blueprint for implementing a new program.
