GENERAL SESSION

Systems Thinking

Dr. Steven Conrad, a Colorado State University Systems Engineering professor, will present an overview of systems thinking, focusing on how underlying structures often drive system trends and failures. Drawing on his experience, he will explain why recurring problems are frequently rooted in system design rather than individual decisions or isolated events. Dr. Conrad will also describe a small set of common system patterns that help explain why short-term solutions can lead to delayed or cross-system side effects. He will conclude by sharing key trends jurisdictions can watch for, along with practical lessons learned.
